This can also be done online using Teams whiteboards.
Preparation:
Print each Government Value on an A4 piece of paper.
Blue tack these A4 papers in a line on a wall.
Group Work:
Divide your team into small groups of two or three people.
Provide each group with 3 green, and 1 pink post-it note.
Think of traffic lights green is what you want, red/ pink is what you think needs to
stop. Ask them not to put one word eg respect.
eg. Everyone can contribute and share ideas when they have them
On each green post-it note, write one concept per note that helps the team perform at its best. Avoid single words; provide expanded explanations for clarity. For example: “We will respect individual differences and enable all voices to be heard to grow our service delivery.”
On the pink post-it note, write something that derails the team or is undesirable.
For example: “Gossip is not allowed in this team.”

Sharing and Categorising:
Each small group places their post-it thoughts on an A4 piece of paper and swaps it with another group.
The receiving group reads the thoughts and decides which Government or Company Value each thought belongs to, then physically sticks the post-it notes on the corresponding values sheet. If another team has a similar thought, they can place it next to the existing one.
Clustering and Refining:
Once all post-its are placed, form groups based on the number of values. Each group will take one value with its associated Post-it notes.
The group will review the post-its to ensure they are relevant to the value and cluster similar thoughts together.
They will then create clear dot points for the value, using the Post-its as a guide. The most frequent or strongest thoughts should be listed at the top.
Sharing and Documenting:
Each group shares their findings with the larger team, starting with the group that has the value with the most post-its.
Document the results, listing the values from the one with the most thoughts to the least.
Build into a document
You may decide to have a team charter at the top
Then have each Value: Under each value, include two sections:
Desired Behaviors:
“To support each other, we agree the following behaviours are desired.”
Have the dot points from the green post, it’s relevant to the value.
Unacceptable Behaviors: “To support each other, we agree the following behaviours are unacceptable.”
Have the dot points of the pink post it’s relevant to that value.
